I can see this in almost every game I play as OKW, my initial P4 is delayed alot by this stupid change.
Now my initial P4 hits the field at around 15 min mark which is later than what it was before this magnificent splendid patch.
Why was this change needed? It was perfect 60/60 as it was before. Stop inventing changes just for the sake of changes.
Making the Panzer HQ cost 90 fuel delays P4.

How though? Its the exact same amount of resources and the upgrade time is way to short to delay the p4.

Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.
