Why does this have to be unique to OKW? I doubt it would be much of an issue balance- wise to have every main engi squad(CE's, Pio's, Rear E's, Royal E's) be able to do the same.
True, without this ability Sturmpioneers would lose alot of their combat potential. But this also counts for the other engineers, even if they aren't meant for combat as heavily like S.pio's.
One issue that might arise is with key bindings, and i'm curious if this suggestion is even going to be considered because of that.

As an aside does anyone know if putting the OKW sweeper inside affects their repair rates?

Because contrary to any other faction, their engineers do not have stock AI weapon upgrade and are much more expensive, meaning you almost never see more then 1 on field.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

when sturmpios cant get 2 weapon upgrade to...like all other pios can...and when minesweeper dont look out schreck and flamer upgrade..fine..all other should get it

You are wrong. Ostheer and Soviet engineers definetly can't have two upgrades at the same time.
On the topic: ability to take off the sweeper exist to save DPS of the SP squad. It's not a real thing for other Engineers Squads, since they have pretty mediocore weapon stats (maybe except british one).

The british engineers are pretty bad too except when you have bolster.

sov pio can get their weaopon upogrades from drops and so on
