With the type of campaign they're testing out I think it's possible. Italy might be better suited for a co-op campaign but I think a slightly earlier war North African campaign map could work well too! There was a lot of see-sawing before Operation Torch fundamentally shifted the balance.
I'd love to see multiplayer campaign. It's been in the Total War series since Empire (2009). I don't see a reason why it can't be in coh3 in 2022.
My advice would be to ask some friends that still play and look for recent casts. I cant remember the last update but generally speaking anything within six months is good (and I guess it will continue indefinitely as no more coh2 balance updates. sad).
1s are probably the easiest to find but you can still find vods (or replays here) of 2s, 3s, and 4s.
But also, depending on how much effort you want to put into it, you can go through the patch notes. You don't really need to see the specific data because usually there are short explanations/intentions of what the changes are for.

Ahh, yes the Scavenge doctrine.
I think there's a limit to how much the munition saving helps the ability and it is much less noticeable now than five or six years ago.
They had to change this because there was a tactic where OKW players would spend 0 munitions all game and then go into your base sector with a light vehicle and win an annihilation victory. I remember posting about it here and on the old official forums with a 1v1 replay and people were telling me that I should be thankful as a USF player because I just have to repair my base, I don't have to spend fuel. Fucking idiots.
I think OP is getting this wrong because the community involvement in coh3 so far has been about faction design. Maybe map design as a secondary role, too.
In principle, it is a bit shady that Relic is putting lots of balance and art work on members of the community that volunteer their time. Saves them money on labour costs but I'm sure it's a labour of love for the people involved. I may disagree with the way the community team is balancing the game (and the somewhat silly "scope" we had to deal with) but if Relic is willing to let community members shape the game rather than end any and all support then I'm happy with the system.
Let the community shape the way the game is designed and let them shape the way its balanced. I'd love some balance polls put out by Relic before and after the game is live so they can get some data that's easy to read and everyone can feel like they're participating. You can't ever know if a Relic employee is reading your rant on the forums.
