You made some good points here, Cyanara. Especially I agree with Grens (slight buff and/or giving them cover abilities) and making HMG42 suppress more quicklier.
The only possibility I see yet is to unsubscribe and delete the mod via the Ingame workshop list and then subscribe via steam workshop again. Otherwise get in contact with Janne, he can help you further.
First of all: Did you Restart steam and the game, as I advised you?
If you just downloaded the mod, it can happen that the Mod or Map appears in the (Ingame) Workshop-list but is not available when creating a custom game. This is, I think, because the implementation into the game did not finish yet.
Your solution should be to refresh the (Ingame) workshop list and then restart steam and the game.
If the mod is still not shown after some minutes when creating a custom game you should ask the developer of the mod you subscribed to for help. I assume from your pics that the mod you are not able to use is the "CheatCommands Mod", right?
If this is the case and the problem is not solved you can find help here:
Early-war factions would be cool, but they'd need to enable a comprehensive "random faction" system that allows enabling / disabling different factions you want to play for easier matchmaking. And even then matchmaking would be split between people who like early-war and people who like late-war.

You can use mods by creating a custom game. Under "options" you can choose the mod you want to play. If you subscribed to a Win-condition mod in the workshop then you will have to choose this mod under "Win conditions".
If your mods do not appear in the list (for example under "Workshop" in the game) and you are sure steam downloaded them, you will have to restart steam and the game or try to refresh the list.
Totally agree, an equal battle centred around the Stalingrad period say would have been a much better setting. Panzer IV F2s versus T-34s. Relatively similar equipment, no silly Tigers to ruin balance, AT rifles would have a place and Stalingrad would be an awesome centrepiece for the game.
Panzer IV F2s vs T-34s only would be very cool. But I doubt it would be very popular because after some time everyone sadly would cry for a Panther/Tiger or ISU..
