As soviet player I deal with blobs with T34/76 and Shocks/Penals.
T34/76 just kite the blob killing all they can (a vet3 T34 can stop a blob by itself), and then engage CQC with shocks & penals.
Usually is a good idea to smoke the way for the shocks to minimize long and mid range casualities.
A katyusha is fine too, but in big maps they're too easy to flank and destroy. So spamming them is not a good idea.
Maxims can't do nothing against a blob unless you spam them, and even so, they're very inefecctive lategame. |

As an 2vs2 allied player, I think the same as you. From hardest to easiest:
OKW/Ostheer >> OKW/OKW >> Ostheer/Ostheer.
For map balance I tend to untick all urban maps, as it seems to me that the possibility to garrison as many buildings with mg42s and moving outside my LoS is a great advantatge for the OKW infantry.
Overall, the balance seems fine, now that katyusha can stop stupid OKW blobs and punish Sim City strategies, although I find the early game too blobby since the addition of the WFA factions. |

The fact that axis infantry can have panzerschrecks obviously doesn't matter for medium tank balance purposes. PaK being the best ATgun for AT purposes or T34/85 being a doctrinal tank that forces you to take a commander neither...
But yes, if you want just compare T34/85 against PzIV, yes T34/85 is better. Just nerf it. And T70 too, that little shit os OP as hell.

Penals should be the long range DPS unit for soviet faction.

Penals are easy to vet against OKW. Just load them inside a M3, get flamers and go against Volks and Sturmpios. Once vetted they are wonderful but easy to kill, try to conceal them between more valuable units (shocks) to avoid fire.
Shocks always win Pzfusiliers easily but they can have some trouble getting at close range. Use smoke to cover them charging.
I don't use guards hardly ever, so I'm don't know how they do against OKW infantry. |
As soviet, my best counter for sturmpios is a M3 at max range and penals (w flamer) if they try to approach.
You can bleed some mp without any or very low cost to you as the M3 can get repaired and the penals can be merged with cheaper scripts. |
Against OKW I use cons and a M3 for dealing long range damage and a penal+flamer to kill any unit that gets close.
They don't have any counter to this until they tech. |
For me, the best strategy is damaging its engine by any means.
Once done that, the KT it's just a piece of immobile trash that can be defeated with ATguns, SU85 or IS2/ISU152.
The best way to damage its engine is with mines or a succeful T34 ram. |
