Commander should not need heavy tanks to be good.
Actually Commanders with heavy tanks should have weaker abilities so they become less dominant
Meanwhile if you straight up give Strategic Reserves to Soviets you get 0CP ppsh guards, M5 observation, penals smoke nades and engineer better repair/satchel, T34/85 and IS2 Ace.
But yeah, let’s neuter all the soviet doctrines to make heavy tanks less appealing.
