Sandbags for Rear Echelon troops seems like the way to go to me. Buildable cover should look like cover.
Would be nice for all sandbags to use the Conscript model too while we're at it. It looks nicer and would make it substantially harder for Volks and Tommies to make it monodirectional by using a territory point as a barded wire substitute.
Personally I'd like to see all indirect weapons reworked to work the same way as howitzers do: remove their basic attack and buff their barrage to compensate.
Mortars should be strong against static defences (both emplacements and camping infantry) but their current direct targeting of infantry squads makes them punish moving squads equally.
Removing the mutual exclusivity between Panzerschreck and Minesweeper would do. The Sturmpioneer Panzershreck wouldn't be half bad if it didn't cost your ability to minesweep.
It has no upfront fuel cost. You can call in a Tiger Ace with no fuel in the bank whatsoever. If you should wasn't the question - whether or not using the Tiger Ace is a good idea is a situational judgement.
