I can literally flow 1000 manpower and build 2-3 tanks, because I didn't have to reinforce shit before Ostheer can throw in any competant artillery at 8 CP. And mortars are Fuel-free.
No, Between CPs 0-4 early emplacements are really vulnerable to combined indirect harassment and some timing pushes and of course you have to get them up in good positions in the first place which is no guarantee. You can easily lose too many emplacements/too much control of the game before 4CPs and enough time for counter barrage to turn the tide.
Then CPs 4-8 the strat is really strong no denying it, but then you just play more passively as axis, spam fuel caches then pick superior late game doctrines. LeFH eats emplacement spams, Jagdtiger does too, KT can come also for OKW, and ofcourse spec ops flare+ fortification zeroing arty is absolutely brutal. Start a fight in vision, call down zeroing, stick around as long as you can and then as you are about to lose vision (which is normally pretty soon around emplacements) drop the flares to maintain vision and watch the sector get absolutely annihilated.
Thing is a group of emplacements is not truly safe until it has 1 bofors (280,30) 2 mortar pits (800mp), forward tent (250mp?), repair upgrade (200mp) and +toughness upgrades on all (300 munis)...Even then it is still vulnerable to an all in if your infantry gets retreated so requires FRP unlock (another 300mp).
Even then 1 bofors is walking a tightrope really you want two, and this cluster only locks down one area of the map, with the mortar pits having a decent zone of influence a fair ways around to be fair.
The thing is just how good this strat is really depends on the map. On small clustered maps (like trois points) the strat is obnoxious as fuck (read: OP). Counter barrage hits any point on the map, the mortar pits influence nearly the whole map so you get all the resources, and you can't gun down emplacements from max range late game with things like jagdtigers because of shot blockers.
However on other maps like liernux or hamlet counter barrage does not influence the whole map (especially on hamlet!) so often your emplacements get pummeled for no return and of course the emplacements are controlling proportionately a much smaller % of the map. Furthermore on liernux by map design two VPs are together at the top, but all the munitions are at the bottom. So you either camp mid/bot and risk losing VPs or you camp top and have no munitions, either situation is dire for an immobile strat but its much better to be in the central city and try to move up, however if you lose the initial fight for the city and are forced to camp top you are basically fucked. And brits are NOT GOOD at city fights early compared to OKW/ost (flame nades, sturmpios winning initial engagements, fast mortars from ost). In fact how the city fight goes is basically spawn dependant (west spawn wins because it is closer to key buildings).
Also remember things like LeFH do not cost fuel either, so your opponent can have plenty of (superior axis) tanks to fight your tanks when they come too.
