Do you know if this might be something that gets fixed in the February patch? Penals are already almost completely useless. Fixing this would at least make them slightly less awful.
Its in the Documents/My Games/Company of Heroes 2 Folder. The File gets over writen every time you boot up the game. So if you've played a Match since, its gone
Cruzz is back, and there was some interesting discussion going on in his thread. Cruzz did the vast majority of the detective work, I am just merely reporting it:

It doesn't do that anymore, but the dlc page on steam claims the old version is what you are buying. I haven't checked other commanders, but it wouldn't surprise me if they had been left unchanged as well. You REALLY should fix that as it is false advertising.

If you loose too many Units your Company Strength will drop. Once your company Strength reaches zero you can't recruit more unit. Try reinforcing your Company in Meta Map.
in my last match i fielded the usf aa hafltrack. please take a look at, and adjust the way this vehicle moves. right now it is incredibly difficult to micro/control with the way it is moving. when ordered to attack it should just turn its back on the enemy unit and fire if its in range, not just charge into it as if its a battering ram. its attack move seems really bad too.
You're getting a video card driver error Crash. You could try rolling back to earlier Drivers? Did you try deleting your Drivers and the installing them?
