this map rzhev is also an issue with the air assault ability from the specialweapons regiment commander. it doesnt do anything
and if you feel lucky as sovjet you can also try the ML-20 not? and if you feel really lucky the B-4 ofcourse 
. I think several forgotten sovjet commander might become relevant again to counter a okw simcity. specially the sovjet combined arms army commander which has recon + ML-20 + IL2. So i think that the sovjets aren't that limited vs okw simscity.
