It was removed with the changes to AOE weapons, but is getting added back in the next patch. Check out the Relic patch preview "mod," it has a list of some of the balance issues and bug fixes that are being fixed.
I switched to this game over Starcraft because in CoH the maps and available cover actually matter. Explosive damage being reduced by heavy cover was a good mechanic. Why the change?
It certainly wasn't realism. Sandbags are still used today to stop frag from explosive weapons. I honestly don't get it.
I think the riflebro upgrades need some kind of buff since Relic designed the faction to do riflespam every game which is proving tough against the new Axis buffs.
I think suppression on BARs might be a little much. I just wish volley fire didn't suck.

It is Relic's fault for making a shitty unit and coding themselves into a corner which has been a consistent theme for this game. They have no choice but to make the Sturmtiger shot magical and go through buildings or useless and getting caught on everything.
