Relic made a bit of a mess of Friendly Fire, by not using standardized values at all and completely randomly added values to all kinds of different units and abilities. It'd take a hella lot of work to fix it all, but since it isn't incredibly game changing, it's not much of a priority.

I couldn't find it in the patch notes but at some point it was changed to be a "area of denial" tool. The shells are up to 9 now but the AOE is tiny. The video wouldn't have looked very different if those were enemy units. I didn't see any direct hits in the video (though hard to tell for some of the units) but when you combine bad AOE with a friendly fire modifier then you will get next to no friendly fire as the OP contends.

This has came up in other threads. If a couple of the shells would land in the exact center then at least this would be good for countering howitzers.
