Why can't I shoot these like i did in vCOH? People have been using half built sandbags/wire to block off the map

I just don't understand how they could carry that nonsense (unfinished structures blocking pathing) from CoH1

I haven't come across this myself, but I've heard plenty of people who've experienced it. Something like that is really bad form, and it definitely shouldn't still be in the game!
