I believe that as of now, some of the bulletins are redundant and obsolete and provide no benefit whatsoever and should just be removed, such as Panzerchrecks for Volkgrenadiers , since Volkgrenadiers get no panzerchreck upgrade anymore.
Some of the new intel bulletins to add:
Soviet M4C Sherman increased veterancy rate by 10%.
USF Rear Echelon troops construct defenses 10% faster.
OKW Sturmpioneers reload 3% faster.
Relic Request: Remove Redundant Bulletins & Add few new ones

IMO Bulletins are bullshit either way.
The only useful ones are the ones for your main line inf, but even they don't matter much because we talk about +2% buffs.
And 95% of the things are useless crap either way. Like 'Medics are 5% faster' there is absolutely no use in that.

I'd much prefer any dev time that could go into redoing the bulletins went into updating the ability text. A fair chunk of it is just plain wrong now.

I hope they don't do bulletins in coh3 and instead focus on skins or making viable diverse commanders, just don't waste time with this.
