There is already an official thread about the revamp of winning commanders.

Does it mention that people get these commanders as rewards though?
The internal battery has run dry, the game can now be played. However, clock based events will no longer occur.

Uhh no. What i'm saying is that these commanders are the rewards for participating in the survey relic sent to coh2 players a few months back.

And the survey was about future of coh (what new factions and environment we want, etc etc... or did I miss anything and there was another October survey ?)
