So you'd agree the strafing run is not viable, more like a skin for your commander than a usable ability?
I mean it's not useless. When there is a MG between you and a victory point it will get the job done. But I wouldn't rely on it to carry you throughout the game.

Could be less expensive or more consistent in how it applies it's damage.

I used it quite a bit last night, and it is finicky to work, but too good when it does. The damage is extremely high if you manage to land this, nearly gauranteing wipes. You use it when you run into an MG and you want to wipe it, or if you want to force AT guns to move or get wiped out. In combination with rifles picking off weapon team members you get to eat up anything not out of the way before the plane is called.

The ability needs to function more like the Wehr one or its damage spread out.

consensus seems to be... needs work. Ability should deliver more consistent results, pretty random right now. At the very least, it doesn't seem to be a well defined ability, players sort of, kind of use it. Seems to me that the ability should at least do damage on the area that you target - that's just bad UI design. So spread the damage across the area displayed to the player when they target. Main thing is to remove the randomness out of it. If that seems OP then just make it suppress infantry consistently. If that's too much work then do as others suggest and swap it with something else that isn't broken.

Sure there's bigger problems to deal with. But if there's ever another patch. this thing is clearly a bit broken and occupying a slot which could be put to better use.
