I suspect it is Defensive Tatics (the one with Dhuska, M42, tank traps and other crap) and Defensive Doctrine (the wehrmacht one with railwat arty and pak43 and etc) but with incorrect names (ofensive instead of defensive).

It comes with Conscript PTRS package and AP rounds for maxims, so you can be more offensive early game.
