Also, assume if long range is 25/30/35 or inferior. Most people assume long range to actually be medium most of the time.

both in heavy cover, penals without upgrade, since it would make them weaker in long range combat.

about max sight range, so it was like 30ish.

an default 300 unit wrecks a 240 squad with 60 ammo long range upgrade ? Penals should win in any situation against grens, except for a long range fight with lmg. However given the fact obers cost 400mp they should dominate penals as penals dominate grens, but they don't.

Give them ability that spawns AT dog with mine attached to its back. The dog runs under the closest vehicle, no matter if friend or foe, and detonates the mine damaging its engine :snfPeter:

Seriously though, problem with ideas in this thread is that you guys forget penals should not only be 'special' but also usefull, otherwise nobody will use them.

haven't played balance mod, but p much everything wrong with penals came from their horrible scaling and shitty vet

they don't need to be USF rifles, they just need to not be terrible manpower sinks. cons are handy to keep around for soaking fire/warding vehicle flanks/clearing garrisons even if late game their damage is negligible.

every point of manpower you sink into penals becomes next to worthless lategame because they die so fast + cost so much, and you more or less need to use guard doctrines with them since T1 has no access to light-AT.

After trying the mod, I think that penal battalions r absolutely OP.
I have an idea to make a difference: everybody knows that penal battalions r accompanied by other friendly units; thus we can establish a new setting that each penal battalion squad must be supervised by 3 conscript squads.This means that only when the soviet player owns X conscript squads can he/she own X/3 penal battalion(s), where X≥3.
This change must be cool.:bananadance:

- It would be so much better if to use grens or MG42, you needed 5x Pios per non-pio squad.
- Would be so much funner :)

- Penals need specific building. They cost more than conscripts. Conscripts are T0.
- Why is it OP that they be superior?
- Clown Car's been nerfed into the ground, the MG42s have huge arcs
- Satchel has SHORT range and LONG timer :)
- By the time you have 4x squads, Germans have 2-3 MG42s. Penal would be completely useless.
- By making it obligatory to have so many units together, you've basically forbidden Soviets to cap.

- SVT40 rifles are like USF rifles 'Semi auto rifles'. Never understood why only Penals have them.
(Guards should have them)

- I think conscripts and penals should be upgradeable to Strelsky. with DP28 and SVT40 upgrades :)
