To my understanding it is one of the additional benefits of anvil upgrade, which gives better LoS to points you capture. Probably it is only active on points you capture, not on Allied captured points.

I just tried it out, and I can confirm that it no longer works at all. This happens regardless of whether the territory:
- is player-owned
- has been capped before the upgrade was researched

In launch (until the bug was introduced), all territory points would be able to benefit from the upgrade:
- The upgrade would give vision over the entire capping circle
- It didn't matter whether the territory was owned by an ally or not

I suspect the bug must have been introduced around the time when spotting from loiters was taken away (several recon abilities were also affected in the same patch, but they have been fixed since).

although to be fair they have patched this already by making anvil tactics utterly worthless XD
