Perhaps because my PCs have always been shit, so I dont' know what I'm looking for, but it is still totally playable to me on high settings. I don't see the problem.

I dont believe that GTX Titan is the fps bottleneck with their testing setup.
I have gtx 660 ti and i5-3570k. I play with highest settings at 1680x1050, and I have yet to see any performance issues. I disabled the filters and antialiasing though. They make everything look worse.

Essentially what it's saying is that the replay recording is draining your pc's resources. This guys specs were somewhat similar to my own and I assume they are for most of the people that are having issues. My specs on a build I did myself in 2009:
Core I7
6 GB of RAM
AMD 7850
ASUS P6T Turbo
While the 7850 isn't the greatest card in the world and 6 gigs of ram is mediocre atm, there is not reason that this game shouldn't run smoothly on mine and other rigs at 50-60 fps. Nothing in this game is, graphically speaking, that special.
back to the topic at hand - WHY DOES THE REPLAY RECORDING SYSTEM DRAIN RESOURCES LIKE THIS WHEN THE SYSTEM FROM THE 1st GAME FROM 6 YEARS AGO WORKED FINE???? WHY CAN'T I SEE THE CHAT????
It's the things like this that are really disappointing in this game.

Well it has been released and performance is still pretty bad. Even at medium settings the Nvidia GTX Titan 6GB at 1680x1050 is LOWER than 60 fps.

Must be a bunch of amateurs..
Did they use a dual core and 2GB of ram for the rest of the testing rig, or what? I easily double the FPS of a Titan (according to their results) in 1v1s at highest settings. This is not a good test imo.

What are those filters you are talking about and how to disable them ?
I can't wait for the proper nvidia driver though it's kinda annoying.

If you read the intro, they tell you they used the in-game benchmark feature. Which I find highly inaccurate.
