As for the current meta Lend-Lease is a viable option for soviets which provides several call-ins, among them the dushka can be found.
Now the problem is with this MG is the amount of suppression and damage it can deal. 1 or 2 burst are enough to stop infantry and thanks to its magnificent 6 men crew and quick set-up time it can easly fend off assaults and flanks alike for a very good price. This is a huuuuuuge problem for OKW to deal with as these beasts deny every infantry movement as the faction lacks solid counters.
Either keep the damage output, or lower the suppression.

It's damage is the same as MG-42 (somewhat better) suppresion is basically the same as a maxim.

Defense Doctrine is shit, but Lend-Lease is viable.

Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Ok, now we have only 1 decent doctrine with expensive MG, and its aviable on 2 CP. And its still 12,7 mm, so dshk should be powerfull.(Pretty easylly counteret by ostheer rifle grenades btw)

It sets up too fast so that one can counter a flank. Better timing or unison with flank should work.

Are we forgetting the fact that if you do manage to flank its basically dead because of the same recrew bug that the maxim has and also that its pack up time is slow as hell? There's nothing wrong with the dshk, in fact the maxim is the one that needs a fix

Well, Lend-Lease is common doctrine for soviets, faced it like 3-5 times this week (out of my 10 axis games). It allows them to skip tiers and spam medium tanks with a very good HMG.
240-260-300...doesnt make a difference, but the low reinforcement cost makes up for it.
It might be a shocker, but when you try to YOLO flank the HMG and it just repositions in a split second then insta suppresses your guys before even they can throw a grenade.

i know realism isn't really a thing in COH2, but the DSHK and M2 HB are .50 cal (or 12.7mm for you euro types) MGs... they SHOULD be doing excellent damage with good suppression and penetration.
and OP, no offense, but they definitely don't overperform. you're the first person i've seen complain about them. when I play lend lease it's more frustrating that they do so little damage compared to their real world equivalent.
