If you combo commander abilities with your teammate that is OP?
With Custom commanders you could create endless* combinations of fun to enjoy this game longer before you get bored.(too few good/viable commanders)

I mean it definitely wouldn't work in this form. To work it would need to have some limitation of what abilities can be used. Like only being able to choose one call in tank.
That would prevent cool commanders like Soviet Windustry though

tbh from all the suggestions I don't see one dominating custom commander.
Again, I'll say it: balance around the abilities themselves / the meta, there's nothing wrong with a meta, player empowerment centered design is viable, etc..
