OKW tech costs are cheaper than all other factions, however probably to counter the fact that their tanks are alot more expencive. The cost of the new P4 in their tech tree may be a deciding factor to the outcome of this.
USF are the second cheapest. However their vehicles are not as expensive as OKW and an issue here would be the arrival of US tanks too early. (OKW at least have timers on their trucks).
Soviet, Pretty happy with these costs. Its nice that finally they will have to build T3 rather than rushing out a Katyusha within 12 mins.
Wehrmacht... Now this here is probably the issue. 310 fuel is ALOT higher than any of the other factions, and Wehrmacht cannot realistically skip a teir in a close game (1v1 or 2v2) Unlike the soviets or USF or OKW. I fail to see the point of decreasing the Battle phase costs by 5, to increase building costs by 50...
Meaning they are nearly 100 fuel more expensive to tech than any other faction.

The cost of a PIV for Ostheer will be (assuming you rush and skip the T2 buildings) 40 + 45 + 75 + 125 = 285 fuel
The cost of a PIV for OKW will be (knowing the first tech is free) (80 + 135)/.66 = 325 fuel
So timing wise they should come out close to each other if rushed.

If you skip T3 and go straight for a Panther (but don't skip T2) you have to pay 410 fuel for your first Panther.

The issue is T4 has been killed again.
With T3 50 fuel more expensive than it is currently and T4 another 50 fuel more expensive... people wont be able to go T4 in competitive games.

Also this kind of thing is a bit pointless to discuss as straight numbers don't look at other in game components. US rushing for its final tier has no healing or weapon unlocks (unless you pick defensive commander), OKW get bonuses from specific trucks, Wehr unlock their upgrades along with teching up and medic bunkers don't set back their fuel. Soviets tiers should be in a much better place now.
I'm sure numbers can be tweaked if needs be that's why we have the mod to test before actual release.

I think OP meant that he believes Wehr tech tree should stay progressive, not selective, and if that was his point, I agree with him

Thats sorta my point yeah...
Problem is i dont even think these changes make it selective... They kill Ost T4 like it used to be.
Go T3 and have access to P4, stuG and Ost... or wait another 130 fuel for T4? and THEN have to save up 175 for a panther? who in a 1v1 or 2v2 is gonna do that? when they could of had 2 P4's on the field by the time 1 panther arrives.

HOW does a 130 fuel difference = T3 or T4? Its T3 to survive the midgame. And T4 is yet again out of reach.
The reason Soviet tech is T1 or T2 is because they start off with 50 fuel so they can get either...

I don't really think it's okay that Ostheer has to pay 410 fuel for it's first Panther assuming you skip T3 since that's pretty outrageous considering how mediocre the rest of T4 is.
Come September T3 is getting the Nebelwerfer, right? That'll be the nails in the coffin.

The teching cost of Wehr is high but they also have the best non-doctrinal lategame armor. I have had many teamgame matches where I could just slowly save up panthers which become extremely tough to deal with compared to allied stock units.

People have already played in the past T1+T2 into T4, specially on 2v2+.
If you are going to talk about RUSH builds, you need to account for only what is strictly needed to get them. You skip the 75f cost of T3.
IF you want to theoricraft timings, you might as well start adding initial fuel cost, possibility of sidegrades and for the case of OKW the magical .71-.73% fuel convertion.
