Custom Decal visibility

Does anyone know in what range the custom decals we can create and upload to the workshop is visible?

I have created one according to relics guide and one on steam and it all works on my end but none of my friends in the custom games we run can see them.

One of my friends subscribed to it and it worked. Though it surley must be a possibility to show custom decals to people who is not subscribed to the same decal mod just like you can download maps you don't have by joining lobbys.
