I think it's counter intuitive with Soviet being the "aggressive" faction in COH2 that their elite infantry is so reactive. The two additional commanders shown on the COH2 store page on Steam look like interesting additions but the current system is "feel-bad."

Nkvd doctrine has no elite infantry at all.
