Nope, not World at War inspired.

http://www.cracked.com/article_19220_the-6-most-badass-weapons-ever-improvised-in-battle.html

Check this out, I think a scoped PTRS might be interesting for the sniper; it would need to have a high damage output and better pen and perhaps some crit based abilities.

And please no "but PTRS is already a sniper" jokes.

It's an AT rifle so it wasn't used with a scope under normal conditions.

It could be nice but only if it was in a commander and muni upgrade.

But the German sniper already has the inexplicably huge explosion based incendiary round.

Because .303 rifles totally make huge fiery explosions.

Maybe the german sniper stole a PTRS?

Why can't snipers destroy light vehicles (ie trucks, cars) with a low probability death crit due to headshotting the driver? RNG amirite? Esports?

Jesus dude, if you want to get all technical,
German snipers did not use rifles chambered for .303, the German standard rifle cartridge was 8x57 IS, and it is documented they actually were at least sporadically issued explosive ammunition the use of which facilitated rangefinding/observation.
OP: Don't believe everything you read on the internet o_O, seriously, WW2 era Soviet scopes would likely not hold zero when fired from a PTRS.

theres a mission in the campaign where snipers can do this.

eh this isn't cod WaW. Snipers are already one of the more annoying units to deal with. Everyone can agree. Rather not see them with an AT rifle.

At least both snipers should have an explosive ammo ability costing munis after gaining veterancy. This round could insta pin squads or force retreat or damage engine on light vehicles. Here's a video showing the damage one of these rounds could do, enjoy!

.303 Brit was not fired from the K98k, That fired 7.92x57mm

WW2 era Soviet scopes would likely not hold zero when fired from a PTRS.

Soviet Glass was generally low quality and a standard issue PU
would shake out of zero without a beefy as hell scope mount.
The idea of AMR's were not generally thought of until decades later.
The 14.5x114 that the PTRS fires (57 caliber) is a more beefy round than even .50 BMG (12.7x99mm)

Unloaded a PTRS is 20 kg or about 45 lbs.
That kind of weight is unsuited for general marksman purposes.
Hell a Panzerschreck weighed about half of that.

Furthermore the 7.62x54mmR (M91/30) is more than a capable anti personnel round.

In a game sense how would this work, Sniper's deal 0 damage and crit infantry.

Snipers don't have a mechanic that is unique to them, there are no coding related issues with this.

I would be down for this but it would require setup time and having and arc because PTRS is impossible to fire when standing. For this Sniper would have great range both on spotting and on the weapon itself.

Then why dose 91/30 PU list as '0' damage?

Edit:
ah even more confusing. On Coh2 stats it lists as '16' damage min/max and on the grid weapons page
it lists as '80' if it did 80 Wehr sniper should survive a hit from the 91/30 PU but this is not the case.
Can someone elaborate on this?

AFAIK sniper rifles deal an automatic death crit but no conventional weapons damage - which is why you'll always get pretty low damage dealt when using a sniper centric approach.

As for Soviet glass, while the optical quality was indeed generally bad, the PU series of scope was mechanically pretty sound. But still, exceedingly unlinkely that it would hold up to a PTRS...
