I've noticed that there has been zero duplicate drops of these bulletins. I wonder why....

Actually I have duplicates of the SU-76 veterancy and the Katyusha veterancy bulletins.

Aradan, Relic has said that accuracy is first in line in the dps algorithm so it's more impactufl than cooldowd or reload so even though it's a bronze bulletin it's better than those.

I think the 10% faster experience for units is the best bulletin and that every unit in the game should have one.

Thank you, i keep 3% bulletin.

I used to stack 3 Shreck Bulletins for Volks so they cost 81 munition instead of 90 which was some kind of cool.

But 99% of the bulletins won't matter. The only ones I find pretty good are the 10% faster veterancy.

Anybody knows if they stack? Because a 30% faster veterancy Tiger would be dope.

Just a thing to consider:
+10% veterancy bulletin is best on units that hard to level and have very useful vet abilities.
The best example is 120mm mortar - rng and cost makes it quite hard to level and vet 1 ability is amazing.

Sure guys.

If Tiger needs 1000 xp for 1 vet it has to kill 3 models of shocks more. If you don't put 3 bulletins for tiger to get faster vet.

I don't care If you have 3 bulletins of increased accuracy for you squad of infantry if my squad stand in green cover - my squad will always win.

99% of bulletins are FETISH

conclusion:
If your opponet play better, have better micro, mulittusking and positioning even RNG god woudn't help you.

But when both opponents have equal micro, multitasking and positioning, those bulletins help.

What do you prefer:
77 muni shrecks or 90 muni shrecks? Even something as slight as 5% increase movement speed, means that you can outrun certain vehicles (Kubel vs M3).
For the Tiger case, being able to get 10% faster to vet1 or vet 2 can mean the difference between a dead Tiger (blitz) or being able to engage at 10+ increased range.

You don't win because of bulletins, but denying that they help is foolish. They help as much as putting barbwire early on to deny cover, crushing fences to improve pathfinding/retreat paths, etc

I prefer to hold Ammo point in my hand for 1 min more than my opponent

For the Tiger case I prefer to chose my target wisely. Instead of shooting at T34 I will shoot at shocks so my opponent would bleed more and I get more exp.
Ans so on and so on and so on.

You are evading the point. You said that 99% of bulletins are fetish.

I ask you:
-Would you play with or without bulletins?
-On an equal skill level game. What's your choice: 50% or 51% of winning?

-On an equal skill level game.

1) There are no TWO Jesulin who play COH.

2) I use bulletins

Again, evading the question.

CoH is like poker, in the sense you are taking calculated risks. The discussion is wether you consider or not a 3% increased chance of winning an engament is worth or not. Yes or no. Simple.

That doesn't mean that it will win you the game, rather than give you a little edge which later you have to capitalize.

Efficeny of bulleting is easy to test.

1) Make a custom game with a friend
2) Pick same faction
3) One of players should pick infantry bulletins, while other player not (say, it would be soviet faction with conscripts bulletins
+3% accuracy,
+5% rate of fire,
+2% reload and +2% rate of fire)
4) Make series of 1v1 conscript fights
