I dont understand, why this mechanism is not in CoH2 also.

In CoH1 was anti-blob debuff. Many models in close distance get incoming accuracy penalty.

This one works on Pio only, Brits and PGs were actually encouraged to blob.
COH1 Rifles was encouraged NOT to blob because MG42 and mines was really a great effective anti-blob weapon, COH2 Rfiles are totally a different case.

Yes, Brits blobs was reason for this debuff. Brits blob of infantry and AT infantry ruin CoH1 gameplay and Relic use this debuff mechanics. Curent state of this game is similar.
Blobs from all faction kill this game. :-(

Thats because same people who designed Brits and PE designed COH2. VCOH was designed by different people (as far as I know)

nope, the CoH team and OF team are one and the same. About 40% of those people stayed at Relic and worked on CoH2

in first COH I remember some small arms like HMG42 have small acc buff if too many soldier in area but coh2 not have it

It wasn't any arc buff, it was suppression increase based on number of models around target.
And its in coh2 for mg34/42 as well.

Hasn't the guy who designed VCoh got killed in car accident or something?
Not sure how it goes in game industry but in just about all other industries there is a person who makes decisions. Everyone else gets instructions/orders which part of the project to work on and what criteria/specs to deliver.
For example: Steve Jobs had thousands of people working but they were all working to make his vision reality. If 99% of people were different people to the ones who worked on creating his vision, the end product would still be just about the same.
If someone else was there instead of Steve Jobs, I'stuff wouldn't be the same.
Just about every business/project works on those principles
