I got it from this website, they support paypal, master card etc, you can try customer service for more details.
here is website:http://item.taobao.com/item.htm?spm=a1z10.1.w4004-4774893071.2.ntr6Qw&id=41759565960

the price is 125 Rmb, which makes only approximately 20 dollar, once the payment is secured, they will send it to you via steam gift, yes, you will get it straight away.

this is just some informations i would like to share it with all your guys, if you dont trust it, dont go to dat website, i have bought it already.

or you can pre-order it from green man gaming with 20% off voucher, which makes about 32 dollar.

welp, I tried. Got up to the shipping address menu and chrome couldn't translate anymore so I'm lost. Any instructions on what to do for people who can't read chinese?
Edit: Never mind, seems to have some strange payment method. Was hoping I could just pay with a prepaid card.

Honestly I would never ever enter my credit card informations on a chinese website with a pink hearted header where I can't understand a single word.

You don't need to go to China for that :p

I wonder if Relic in the end gets the same amount of cash when you buy this way?

I hear something that if you buy some games via steam gifts, your account can be disable. Am I wrong?

No idea really, I do buy from that site but only cd-keys, gifts always seemed fishy to me.

clicking on the 'customer service' does nothing for me.
Tried loading the page with firefox, chrome and IE.
Am I missing something?

Be careful guys, these might be region restricted, I got screwed once by these. Steam takes this kind of deals seriously. I'm not saying it's scam or anything, but if it's region locked, your game is pretty much useless. I know you probably know this, but some of these sites claim that their game is not region locked, but it is.

Its no secret that getting stuff on STEAM outside of at least 50% sale is a robbery.

Getting games from your local stores will always get you waaay cheaper game then if you used steam.
