War spoils is bugged

Given how unlikely it is to get a commander through war spoils it should be nearly impossible to get the same one again. Still there's many people with 3-5 of the same commanders and they keep getting more. It can't be anything else but a bug.

This appears to be intentional. They will probably add either crafting or trading mechanisms.

it was in a feedback option and a lot of people seem to want a trading/crafting, I would prefer crafting to craft my 5 engraved faceplates into the ultimate engraved faceplate.

Crafting is better. Nobody wants your duplicate NKVD or Jeager Infantry doctrines etc so you end up with a lot of stuff you can't trade.

That is correct.
95% of the war spoils seem to be useless nevertheless.

I don't think that there is anyone thinking
"OMG YES FINALLY I GOT THE BULLETIN THAT MY SWS MOVES 5% FASTER ... 3 TIMES!!!"

How else am I going to get that 3rd Grim Reaper's Tool Bulletin? lol

What about skins and stuff too? There will be lots of trading of that for people who have duplicates. I still only have 4/6 OKW skins, yet I have 2 Winter Heavy OKW skins and I 4 Winter Light vehicle (including one triple) OKW.
