Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

I hear OKW has a vehicle called Stuka zu Fuß that solves such problems in a matter of seconds. For Ostheer, mortar HT + incendiary rounds = destroyed FHQ and lots of crispy russians.

Every single game I've ever tried to use FHQ I've had OKW immediately do their super nuke thing, even at like 6 minutes, and level the building.
It happened enough times for me to feel silly wasting my commander choice on it.
If it's the basic soviet mortar, I'm pretty sure Ostheer's outranges it. But do you mean the doctrinal heavy mortars? I'm pretty sure nothing scarier than a t34/85 comes out of any doctrine with that. And nonetheless, you're then describing a situation that requires multiple players.
And so yeah, 2v1 is pretty hard to crack. Which is why you ostensibly have other teammates yourself.

Stuka hard counters FHQ and weapon teams, and the Wehr mortar will outclass soviets mortar easily. If they spam 120mm mortars, they're using a lot of manpower and pop cap to do so.

Okay I rewatched the Game to make sure what was my mistake:
I went for Medic truck instead of Repair truck... Maybe that will be the better choice next time

The soviet heavy mortar is a very hard counter to med truck. Even the standard mortar will bleed you.

For 4v4: dunno, i usually always go T1. Spread out and flank a lot.
I play a super agressive AI game though, which kinda works well vs. support weapon spam.

Well the Problem wasn't I built my Meditruck in range of the Mortars, the problem was my Infantry got randomly hitted and decimated along with retreat bug

I think the FHQ costs 60 fuel? That will put Soviet behind in teching so you can put out something to counter him/her. ALso the commander has no heavy call-ins. That is one thing less to worry about.
Axis doesn't have the best AT options in the game

I know but I want to get there and it is really frustrating being stomped almost all the time because it makes my motivation small
Maybe if someone here will help me practice a lot in 2v2 (I don't like 1v1 honestly I more like teamgames) I would get better

4v4 on Forest can be a good FHQ map for soviets. City area on the left makes for tough game if they spam them.

KoRneY: @aerafield It's possible that it is underpriced for what it is capable of now, no need to go full retard and take it immediately as a massive problem. It costs 60 more MP than a pz.3 and in 2v2 the barrage can be quite strong.
