Last enemy building kept hitting it and hitting it but it stayed at that last red bar

It says "destroyed kampfgruppe HQ" so it is destroyed.
Were you playing on the "no win" setting in the lobby?

HQ's can never be destroyed.

They stay at 1 hp and always can be repaired. While it is destroyed you can't use doctrine abilities except calling-in an engineer unit.

Actually I don't think that's true for COH2. You can still use doctrine abilities with a destroyed HQ last time i checked.
