Ideally, i'd like to see penals renamed to strelky (but whatever will never happen)
give the penals 6 gaurd mosins, and a 1x dp upgrade , or maybe make them start with the DP, not sure (340 mp for example)
give gaurds svt-40s.

I think the tank hunter one is already out. some people have posted replays using it.

And again, right. For now, doctrines without elite infantry and tanks at the same time useless
(at least 3x3 or 4x4), because regular Soviet troops...well, soviet. In this game, the "Soviet" means "weak".
So that the doctrine of the NKVD turned out quite in the spirit of devs. Piece of trash like Defensive strategy.

Conscripts are fine, they are a bit like volks from coh 1.
Difference between volks and cons, is that volks were backed up by good non doctrinal inf (KCH and grens).
Penals also don't scale well at all. Thats what really needs fixing. Like i said, i'd like penals renamed to strelky, but that's just a flavor issue, not relaly anything major.
My personal preference would be something like this - strelky
300 mp - Strelky - Strelky are well trained and decently equipped infantry for the soviets. The backbone and bulk of the soviet army, effective againts infantry at long range.
6 man team with mosins (gaurd mosin stats)
gaurd grenade
DP upgrade for 50 munitions.
weakness here - no AT. So spamming them is not a good idea.
Of course, the name change , like i said, is not really needed.

Hmmm I feel penals and cons should be more different. The changes you mentioned are nice but then no one will ever build cons anymore.

Volks, however, I'm not sure. They already perform well at their role of meatshield anti-tank infantry, and their veterancy is simply bonkers. Slightly more long range dps won,t hurt I suppose, but as someone who uses them a lot they don't need more than that.
