This thing takes too long to deploy. It's the same issue that the old halftrack riegal mine had, where it simply took too long to lay the mine.

It's actually quite OP; it's able to 1-shot light vehicles (including Puma) and severely damage and immobilize tanks that roll over it.
Yea you can't really place it in enemy territory since they can scout you're building it, but the same thing goes for a teller mine.
Push him off, lay the mine, and done deal.

So could Teller Mines, which can be constructed much quicker. (Riegal mines did less damage, but guaranteed engine damage.)
I dunno, I just don't think the long delay really changes the usage. You still can't place it in combat with a 6 second placement time, but you also don't have issues with it taking forever.
