i won terror commander(second one) and mechanized company(dont have US)
btw does these commanders stay or are they temporary?
I have the opposite problem! Won scavenger despite not owning OKW.
Also have won incendiary airstrike finisher, one piece of camo, and some misc. bulletins that I already own.

Elite rifleman is always one star.. Doesn't seem to be random like elite training..
it is random, check their xp bar. I think it is always between vet 1 and vet2
I got the rifle company commander twice in a row
I will simply lol at anyone expecting such a change to a 2 year old general use infantry.
Equally possible are pershing for USF, IS-3 for soviets or ober nerf for OKW.

Skins... bulletins... faceplates I don' t care but the commanders are essential.
It is sad to get them out of pure luck.

But I got 1 vehicle skin for an army that I don't play (common) and (I think) 6 bulletins (4 common, 1 uncommon, 1 rare). The uncommon bulletin is for callin P4 tank for OKW, obviously I don't have the commander.

Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.
