Mechanized Support Tactics and Partisans both give you arguably the best ability in the game: Mark Target as well as ISU-152 or Spy Network "hax."

So, in no particular order:
German
Luftwaffe
Trade MP for Fuel and Munitions (Good for fast tech)
Medical Supply is worthwhile
Other abilities are very good
Elite Troops
Elite Training breaks a basic concept and people either love it or loath it.
Tiger Ace is only availible here
Mechanised Assault
Con Spam for the Germans.
Very fun
Ostruppen
Not fashionable but can be interesting
Currently I think the only doctrine with fuel to munitions conversion, which is hilariously abusable, especially in team games
The rest are solid, or even very good but not very different
Soviet:
Counter Attack
B4 Howitzer and KV1, neither is especially great but they are fun
Soviet Industry
Elite Troops distaff side
Do you like tanks?
Only way to get a KV2
Partisans
Everyone's forgotten about these but they are super annoying to play against if used even remotely correctly.
Good in team games
Urban Defence
Good on some maps. Also obscure enough that it can really shine if your opponent doesn't know how to counter it or picked the wrong doctrine

I usually play 1v1 or 2v2, no larger engagements.
Are there commanders shining in 2v2 while not doing well in 1v1?

Ostheer = Joint Operations, Lighting War and Spearhead doctrines.
Soviets = Terror tactics, Mechanized Support and Industry.

The commander you choose depends on your play style just ask yourself what would benefit you the most or that you would get the most use out of .

Dont waste your money on DLC commanders stick to vanilla or the ones you already i use spearhead, mobile defence and joint operations
Spearhead and Joint Operations are both paid DLC commanders. Pace, a lot of people have had them since day 1 since they were included with pre-orders. Both of those are very, very good in 1v1.
For OP: in 2v2, I think that Assault Support and Jaeger Armor are probably the best for Germans, work very well together, and are free. I don't want to speak on Soviets in team games, since I don't have much experience there.

Also Van Voort has it down pretty well. It is actually up to your own capabilities and then choose what you feel comfortable with.
