But seriously, the Mosin option could have come up with an alternative. Assault Engineers (aka Shock Troops in the game) had a very wide arsenal of weapons. For example, give two rifle grenade launchers for a total of 4 Mosin + 2 Rifle grenade launchers, 1st veterancy level: HEAT grenades.
Edit, flamethrower + explosive charge would also suit them better than the original design of the penals. Penalties were superfluous from the very beginning of the game. These unnecessary weapons and functions could be distributed among the Conscripts, Guard and Shock Troops.
