Before the commander patch, he was able to play all factions. He purchased a key for the game from a third party website, and the DLC from steam. After the commander patch and revert, he is no longer able to play OST or SOV.
When he looks in his library, it says that he owns the game. And on the store page as well. Any ideas on how to fix?

Its an issue with the game when playing at resolutions at higher than 1080P where changing the faction can cause it to crash. Tell your friend to lower the graphics settings temporarily and then switch faction then revert the graphics settings back to how it was before.

Maybe think of it as a DLC.
Go into manage DLC.
He'll probably find the main game unchecked. Re-check, and you're good.
