From what I've heard the longer the match making queue time go the bigger it search, so the best is the lowest queue time
Yes, exactly.
As the computer searches for an opponent it may begin to broaden the search if no opponent is found. Playing Company of Heroes 2 at times when there are less players online, may result in a greater chance of getting a match against a player whose Elo+ rating doesn’t match your own.

I think you have a problem with your match maker. I am not sure what it is. But we got rekt really hard on this game. Maybe someone could look into why we got completely destroyed and required 17 hours of reconstructive anal surgery.

For reference there are 12059 OST 4v4 players currently.
They are probably queueing for a long time, and with the recent patch many casual players dislike the changes/okw changes and quit for a time.

How does that make sense? It certainly wasn't a fun match. At this point, the only way to 'play' is by cancelling and re-queuing every minute or two, to prevent the ELO range from getting too high. Still better than the weekend when it matched me (several times) against top-100 pre-made teams as a random #250 player.
edit: #234 (me) and #760 vs. #17 and #360
edit2: 2 days later I get this - #276 (me) and #380 vs. #144 and #211. This seems reasonable, until you notice that the #144 player is the exact same player as the #20 and #17 from earlier. Even worse, this was 1-2 minute queue. Effectively, there's no reason to play if specific people are on, because the MM will assume that a #250 player can take on a top-20 player.

edit: Me (#250) and #100 vs. 1630 and Unranked... I only had to build 2 squads. That wasn't fun for anyone.

Also 7k 2AT premade means probably even lower in random rank

It's not a good sign when getting a bunch of new players means the experience for everyone is significantly worse. I don't understand how there's still no "rank range limit" system in place. There's no reason a ~5k/unranked player should ever be facing top-100s; it's an awful experience for everyone involved.

Seriously, this is virtually unplayable; I haven't had a fair match in days. I quit for 2 months because of this, and now it's actually worse because they gave it out for free. I'm usually in favor of increasing the player base and getting new people involved, but the match-making system just isn't good enough to support a large player base or a large addition of new players.
