cause ""people ""(and u know who i mean) will say " 1 more man will give it even more survivability vs inf"

But that wouldn't be true at all. Doesn't matter what "some people" (noobs) think about it, matters what the actual deal is.

Why would you want to take away feature of the unit.

With all the possabilities you can suggest:
1) Decreasing retreat buffs
2) Make it slower while in combat (to prevent aggresive chasing)

Instead of remaking units and changing basicly how faction works (because its a huge change) its better to nerf retreat inself, rather then changing the unit mechanic.

OKW is already kinda suffers from light vehicles. While puma is a really nice unit, it still leave OKW without AI vehicle, stuka and inderect fire unit for a long time. Because unlike stuart and T70 has zero AI capabilities.

Not to mention it delays already delayed armor arrival compared to other factions.

Raketen as it is, might be frustrating when used agressively, but again its not like OKW has the best mainline inf and the best inf upgrades.

Only raketen with retreat can somehow prevent OKW from being facerolled with early armor.

Not to mention that, aside from puma and doc.squad the only other AT option is Sturmpios, which already has too much tasks on the field. And to effectively kill light armor, you need at least 2 of them which is 600mp and 120 muni, and still most of the light tanks take 3 hits to be killed.
