As far as I know all "unique" bulletins stack (and you can no longer equip more than one of the same)

They multiply even, so:
Stock M1 = 130 far penetration
Vet 3 M1 = 130*1.3 = 169 far penetration
Sabot M1 = 130*1.5 = 195 far penetration
vet 3 Sabot M1 = 130*1.3*1.5 = 253 far penetration
Stock M1 with bulletins = 130*1.04*1.03*1.02 = 142 far penetration
Vet 3 M1 with bulletins = 130*1.3*1.04*1.03*1.02 = 184 far penetration
Sabot M1 with bulletins = 130*1.5*1.04*1.03*1.02 = 213 far penetration
vet 3 Sabot M1 with bulletins = 130*1.3*1.5*1.04*1.03*1.02 = 277 far penetration
Also realize there's a 2% penetration bulletin that also decreases reload time, you have the normal 2% one selected I think.
