Remember these commanders who were almost fully implemented. Is there any information what units and abilities the remaining two commanders should have? Why weren’t they added and can we get them?

This are just portraits as far as I know Commanders that where designed but not implemented are:
No Retreat No Surrender (Soviet)
Overwhelming Armor (Soviet)
Defense in Depth (Soviet)
Heavy Armor Doctrine (Ostheer)
Urban assault Doctrine (Ostheer)
There was another ostheer commander with resources manipulation.
Urban Breakout Doctrine (Oberkommando West)

Yes, we have similar dreams. So that the unrealized Soviet commander had an SU-100 which is a close analogue of the JagPanther.
My second dream is broken - to have an interesting, authentic and with the historical skin the Soviet airborne
