Airdrop PPSH package penals smoke

In the next patch the airdrop package that gives Cons and Penals SVT's and PPSH's is getting moved from 45 muni to 60 muni.

PPSH Penals are not being used that often in my experience since they lack smoke.

What if we include smoke in the new 60 muni PPSH package. This would make the unit more usable.

The exact cost and type of the smoke grenade can be balanced still. Obviously the smoke should put the satchel on cooldown.

Also it’s not moved to 60mmuni just because, it’s very much OP at 1CP and 45 muni.

Alternatively allow the penals to upgrade to AT package before and after the ppsh upgrade. 120 muni total upgrade cost, makes for a very useful and flexible penal squad as an accompaniment to the cons.

I would rather see penals get a single dp. Sure it might be in quite op with their +70% acc bonus and their to the last man but the current ppsh upgrade is just too much of a sacrifice for penals IMO.
