2) Simply removing vet bonus is also a step in the wrong directions especially for these type of unit that should get good vet bonuses replace with faster turret rotation or +5 sight bonus or longer duration for "Blitzkrieg Tactics"
Agreed, this would be a good compensation, the Tiger's turret rotation with vet is severely lacking behind other heavies. The IS-2 also gets +50% turret rotation at vet 2. Anyway, glad to see heavies moved away from being end-all be-all units that outshine all other options, Pershing somehow not included. Tiger nerfs a bit too severe at the moment though.
I agree with replacing the Tiger vet 2 scatter bonus with some other bonus.
This patch has a quadruple nerf to the Tiger: more CP, more expensive tech, worse AoE, worse vet.
So Wehr is generally acknowledged as performing poorly.

The tech changes only make a transition from T3 into T4 cheaper. Rushing T4 (rushing a Brummbar) will cost exactly the same as it does now (90+25+25 = 105+35 = 140). The Brummbar does not become accessible any earlier.
I was talking more about a general trend not about the preview changes.
Actually the changes delay T3 which will probably also end up delaying T4.
The reason is that Owstind will lose some of its shock value and people building T3 will probably have to produce a PzIV thus T4 will probably be pushed back.
Given that Ostheer are being bullied in T1 T2 phase I do not really see how this is helpful to them.

Again I very pleased to see that there is an attempt to make medium tank perform better. On the other hand I am not sure if this change will actually be helpful in meaningful way.
Part of the problem is not that generally medium tank are not performing adequately but that TDs can damage them (both hit and penetrate) with very high probability even from max range especially when vetted.
So imo the problem has more to do with accuracy of TDs and less with target size of vehicles.

Note that practical probability of scoring a hit is higher due to collision.
So imo one has to check the accuracy of TDs and their accuracy vet bonuses and if there is an issue with "super heavy tanks" they could get a target size increase.

An interesting approach (during the 7 men upgrade debate I had pointed out that it will probably lead to Ostheer getting a similar bonus). Need to test more before providing additional feedback.
One of the issue I would like to point out is the difficulty to gain veterancy for Pioneers especially after the first minute of the game. Maybe they could receive some sort of XP value reduction or an alternative way of gaining XP maybe when building structures like mines/bunkers/buildings...
I would suggest that the flares from 251 strategic reserves need a reduction in there no reason to cost more than flares from soviet mortar (they could cost less).
I would also suggest that these flares become also available from command/medic bunkers.
