I have only just started playing again after a long time away and struggling with OKW early vs Maxim's and in general good combined arms from Russians.
Has anyone got any tips/suggestions on how to get the upper hand vs Russians early when they make maxims, cons, flamers and mortars? Going vehicles doesn't work as they have too easy access to a Zis.

If he has Maxims and Zis guns you need to exploit his lack of mobility, go where the MG isn't and use your vehicles away from the machine as much as possible.
Will just come down to your micro/control and picking smart engagements against him,trying not to bleed much.

I'd also suggest the same as baro.
Go for early StGs to win the fights against Conscripts quicker. Use your advantage of the Sturmpio and the additional Volks that you have if he goes for a comparatively unmobile Maxim.
Current meta is T2 with Luchs and then either Puma or T3 into a mediumor heavy tank, depending on the doctrin.

Against early maxim your biggest advantage is in the first 5 minutes of the game, since the SOV needs to pay for T2 and put it down as well. This gives the OKW a pretty good window to attack with 1 sturm 2 volks against the SOVs 1 maxim 1 conscript 1 CE.
To maximize your advantage, here are a few tips.
- cap what you need to cap on your side of the map early and then focus on preventing the SOV from capping his vital points. In other words, don't have half your forces engage in the first fight while the other half are capping some points unimportant strategic points at the far side of the map.
- Use early munitions on flame nades, since they will force out an early medic and do fair damage against maxims.
- Get P2. Eventhough he can get a Zis, he will be in a defensive posture and struggle with manpower and fuel due to your constant pressure. If you played your cards right a T70 should be quite a bit off and you can contain him further.
Edit: this is of course advice for 1v1s.
