Your stat are simply wrong.
HAVP rounds are slower but have allot more penetration, so it depends on the armor of the target.
AP rounds are better vs low armor targets and HVAP are better vs highly armored targets.
Actually the vehicles gets OP vet bonuses and the ROF of the unit is can become borderline broken.

...just switch to rainbow-paintball-rounds.
They are the best. Makes yout opponent´s tank appear in seven beautiful colours ranging from red, orange, yellow, green, blue and indigo to violet.

Calculated the DPS and you will see another story.

You know most of those issues disappear with vet? I sure as hell take round that more likely pierces through armour than fire 5 that all bounce. Besides lower rof is to balance it out.

You made a claim that goes contrary to stats, if you want to be taken seriously you have to do the work...
As you can see by the number even vs Ostheer PZIV Hvap is better

DPS stand for Damage Pet Second and it takes into account ROF.

It show that HVAP DOES MORE DAMAGE PER SECOND even vs a medium armored vehicle like the Ostheer PzIV.
