Imo fow and true sight should be more premium to encourage more slower tactical planning.
These items seem to overpower scouting too much.
Swap IRHT with opel blitz truck from stock to doctrine. Opel function the same, is buildable at 250mp and 10fu but no popcosts. Now okw have caches option.
Mortar flare sight time should be 1s. Reduce their reload and cooldown times to fire more often. But have it as toggle between normal mortar or recon mortar with cool down.
All arty flares from doctrine should not have such long fall times

I think the modders/balance team said that the IR HT can't be modded. I don't remember the exact details but it means that threads about it aren't going to go far.
Arty flares could probably be shortened, but it is in a doctrine that isn't meta currently.
Most of the doctrinal flares seem okay so I'd be surprised if anyone jumps on the idea.
In short, you're probably not going to get a lot of response on this.

Most flares are fine, at least the ones that require a unit to deploy are since they... Require a unit. Arty flares are broken as far as game mechanics go (pay the exact same as other doctrinal recon, without any of the risks! Can't shoot it down nor does it alert the enemy to it on the mini map.
USF arty flares are odd too, more area but no flexibility. Idk I couldn't care if they were or were not changed.
