There are people claiming SU-76/SU-85 vet1 20 seconds of increased sight for muni is a very good bonus, permanent upgrade doing the same but not working when on the move is superior to that and I'd take it anyday over the former.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Clarifying the difference between "Tracking" and "Spotting Scopes":
Tracking is available to zis/SU-76/Su-85/ISU-152. It provides both a x140% sight range and 70 range mini map information
In the case of:
Zis/Su-76 it is useful because it allows to better target barrage
SU-85 it can be combined with focus sight for one of the longest directional sight
In all cases it can be used to chase enemy units that are moving outside sight range
It does not take up commander slot

Do halftracks still get a vision bonus at vet 3? Does it still stack with spotting scopes?
Not given it much of a try since halftracks started getting shared vet, but it could rival the scout car if so.

Yes x130% sight radius at vet 3
but
Sight range multiplier from the Spotting Scope upgrade has been reduced to 1.667 when not upgraded with Flame Projectors.
