Just came back to the game after a reaaally long break so I was looking for advice in 2v2.

What are the best strats, factions and commander, things like that?

Its the other way now.

Considering Axis super heavies are hard countered by allies cheaper 60TD while Allies super heavies stands up well against Axis panther.

Basically just Pershing/Tiger/IS2 every game.

Maybe on some more linear slug matches ISU/Elefant are good. Current 2v2 meta in my experience is USF/SOV or SOV/SOV vs OKW/OST

You could watch the current championship tourney, it's 1v1 but most strategies work for 2v2 as well. Commanders are mostly interchangeable.
Most common meta is 1 LV into either a medium or straight to a heavy tank, depending on how your game goes. Exceptions are OST that often don't get a LV and OKW that can get both Luchs and Puma (at least in 1v1, in 2v2 this will probably not be a great idea).
