Ost has high pen units across the board, allies have higher pen special units. Hardly a balance problem...

The question is to vague imo. You can say the pak40 has decent penetration, but it will still struggle vs the IS2. You can say its good vs the churchill, but won't be useful once rocket arty hits the field.
"Average penetration" isn't valuable imo because its an average of the good and bad. You can crutch on the OP units and get away with using the UP ones because of this, that doesn't mean there are no changes required.

Axis have high pen.
Really, Any pen higher than 10 is is high. That's more than the fingers in both hands, therefore it cant be a small quantity
Added: Could we just change the poll into a "OST armor poll" to see if the current armor values are appropriate compared to allied TD pen buffs?
